Behind them is a badly deteriorating and abandoned office building in downtown Hartford. It was sold recently. The new owners have announced ambitious plans to renovate it into apartments.

It happens here also. I am in awe that things are allowed to deteriorate so much.
It would be interesting to return periodically to this location to see if any progress is made.

Everything gets made into apartments these days! You'd wonder there are that many people that want to live in them.
It will be nice to see something nice instead of an abandoned building. Hope it works out.

I hope it works. We have plenty of the same in downtown STL.
On a much smaller scale we had a particularly ugly old building change hands recently. I'm amazed at how much better it's looking these days. (Regrettably, I didn't take a "before" photo. The changeover has happened quickly.)
