That's wild. Given the similar stature and style, my guess would be sisters. They have a statement to make but haven't quite worked out how to communicate it clearly.
I vote "twins." These two remind me of a pair of twin sisters in San Francisco, mildly famous, always seen walking together downtown and around Union Square, dressed alike, even well into their 60s or 70s. Always smartly dressed and clearly liking the attention they generated.

They are definitely twins, sisters and of course best friends.
